Yep, no breakaway series will happen, plus added into the bargain, Max Mosley will quit as FIA President in October

Main points that have come out of the new agreement

1. The 8 FOTA rebel teams drop their breakaway championship threat
2. Salary Cap plan is abolished in favour of a 2 year cost cutting drive to bring costs down to 1990 levels (around £65million)
3. FOTA teams plus the 2 FIA supportive teams (Williams and Force India) will help the 3 new teams (Campos, USF1, Manor) blend into the sport comfortably.
4. Technical regulations in place for the 2009 season will stay in force until 2012.
5. Qualifying to be altered slightly (Q1 26 cars Bottom 8 to be eliminated, Q2 18 cars Bottom 8 to be eliminated, Q3 Top 10 shootout)
6. Refuelling to be banned promoting fuel-efficiency
7. The controversial KERS system is to be scrapped
8. Max Mosley to stand down as FIA President when elections begin in October.

No word though on this proposed "medals system" that Bernie Ecclestone wants

yep, just like they were in the good old days, which is good if F1 wants to promote fuel efficiency.

I don't really see how that promotes fuel efficiency.

Doesnt really work like that, with the current engines, a full tank will last about half or 3 quarters of a race now back in the pre-refuelling days, cars ran at much lower revs allowing them to be fuelled up till the end of the race. Now with the current rev-limiter rules and the move towards using cleaner bio-fuels, it can be possible for cars to make it to the end of races without fuel stops.

The other big factor in refuelling is cost, when it was introduced in 1994, teams were forced to increase their pt stop crews from 11 or 12 to over 20 people, this forced 5 of the smaller teams at the time (Larrousse, Lotus, Simtek, Pacific & Forti) to go bust in just over 2 years. No refuelling means no refuelling equipment needed which also means less mechanics needed at race weekends which overall brings costs down further.
